A strong answer
The obstacle is on my side, so oncoming traffic has priority. I slow down and stop at a distance behind the van so I can pull out easily later. When the other side is clear, I check the mirror, indicate left, do a shoulder check and pass with about one metre of side distance, because doors can open or people can step out. Then I indicate right and move back in.
What the law says
§ 6 StVO: whoever wants to pass an obstacle on the road must let oncoming vehicles through. Pulling out and moving back in must be announced with the indicator.
