Good news first: the United States is on Germany's Anlage 11 FeV list. That means a US driver's license from any of the 50 states or Washington D.C. can be exchanged for a German licence without taking the theory or practical exam. The process is administrative: paperwork, not tests.
The 6-month rule
After you register your residence in Germany (Anmeldung), you may keep driving on your US license for 6 months. After that, driving without a German licence counts as driving without a licence, which is a criminal offence, not a parking-ticket kind of problem. Start the exchange early: appointment slots at the Führerscheinstelle can take weeks, and processing another 3 to 8 weeks.
Step by step
- Book an appointment at your local Führerscheinstelle (driving licence office). In big cities, do this the week you arrive.
- Get a certified translation of your US license. Most offices accept translations from ADAC or a sworn translator (usually €30 to €80). Some offices waive this for English-language licences: ask yours first.
- Gather your documents: passport, Anmeldebestätigung (residence registration), a biometric photo, your US license, the translation, and proof of when the license was issued (a driving record from your state DMV helps if the issue date is not printed on the card).
- Submit and pay the application fee, typically €35 to €45.
- Hand in your US license when you collect the German one. Germany usually keeps it or invalidates it; some offices return it to the issuing state.

Watch out for these
- The license must have been issued before you registered German residence. A license obtained during a quick trip home after moving will not be exchanged.
- Automatic-only is not a restriction from the US side. Your German licence will be issued for manual and automatic alike, because the exchange does not re-examine you.
- Renewals and duplicates can confuse offices if the original issue date is missing. Order your state driving record before the appointment.
