Convert a UAE Licence to a German One

The United Arab Emirates is not on Germany's Anlage 11 FeV list. Converting a UAE licence therefore requires passing both the German theory exam and the practical exam. The good news that changes the whole calculation: as a converter you have no mandatory lesson hours. No 12 Pflichtstunden, no Sonderfahrten. You buy exactly as many lessons as you need, and at €70 to €95 per lesson that freedom is worth thousands.

The 6-month rule

After registering residence (Anmeldung) you may drive on your UAE licence for 6 months, usually with an International Driving Permit or a certified translation. After that, no driving until the German licence is issued. The conversion realistically takes 3 to 6 months end to end, so apply in your first weeks, not month five.

Step by step

  1. Apply at the Führerscheinstelle: passport, Anmeldebestätigung, biometric photo, your UAE licence plus a certified translation (ADAC or a sworn translator), an eye test (about €7) and a first-aid course certificate (9 units, €40 to €60).
  2. Register with a driving school. You formally need one to book the exams through TÜV or DEKRA even though no minimum lessons apply. Say upfront that it is an Umschreibung: a good school assesses you in one or two drives instead of selling a beginner package.
  3. Pass the theory exam. 30 questions from the official catalogue, available in English and several other languages. The style is scenario-based with multiple correct answers, noticeably different from the RTA test, so drill the official catalogue rather than relying on experience.
  4. Pass the practical exam. Around 55 minutes with a TÜV/DEKRA examiner, conducted in German. The examiner commands are short and standardized; learn them even if your instructor teaches in English.
