Turkey is not on Germany's Anlage 11 FeV list, so a Turkish licence cannot simply be swapped: you must pass the German theory exam and practical exam. The good news that offsets it: converters have no mandatory lesson hours. Unlike a first-time learner, you skip the 12 compulsory Sonderfahrten entirely and only pay for the practice you genuinely need.
One more piece of good news specific to Turkish speakers: the official German theory exam can be taken in Turkish. You do not need exam-level German to get through the theory.
The 6-month rule
After registering your residence (Anmeldung), your Turkish licence stays valid in Germany for 6 months. The conversion, including exams, typically takes 3 to 6 months, so the safe move is to apply in your first weeks.
Step by step
- Apply at the Führerscheinstelle with: passport or ID, Anmeldebestätigung, a biometric photo, your Turkish licence and a certified translation (ADAC or a sworn translator), an eye test (about €7) and a first-aid course certificate (9 units, €40 to €60).
- Join a driving school to book the exams through TÜV or DEKRA. Say clearly that this is an Umschreibung: you want an assessment drive and exam preparation, not a beginner package.
- Theory exam: 30 questions from the official catalogue, available in Turkish, German, English and other languages. The question style is scenario-based with multiple correct answers per question, which surprises people used to the Turkish test format. Work through the full official catalogue at least once.
- Practical exam: about 55 minutes with a TÜV/DEKRA examiner, conducted in German. Learn the standard commands (rechts abbiegen, wenden, rückwärts einparken) even if your instructor teaches in Turkish.
What Turkish drivers say surprises them
- Right-before-left at unmarked residential junctions is enforced ruthlessly in the exam.
- Bicycle infrastructure: shoulder checks before every right turn are mandatory, and examiners watch for them specifically.
- Procedure over flow: German examiners score the textbook sequence (mirror, shoulder, signal) higher than smooth-but-casual driving.

Experienced drivers who prepare in a structured way often stay near the bottom of that range; the expensive path is drifting through open-ended lessons without measuring progress.
