Convert a Japanese Licence to a German One

Japan is on Germany's Anlage 11 FeV list, which puts Japanese licence holders in the best possible position: your licence is exchanged for a German one without any theory or practical exam. The whole process is administrative.

The 6-month rule

From the day you register your residence in Germany (Anmeldung), your Japanese licence remains valid for 6 months of driving. After that you need the German licence in hand. Because appointment lead times plus processing can easily eat 2 to 3 months, apply as soon as you have your registration certificate.

Step by step

  1. Book an appointment at the Führerscheinstelle responsible for your district.
  2. Get an official translation of your Japanese licence. German offices accept translations from ADAC or a sworn translator; many Japanese expats use the German translation issued via JAF (Japan Automobile Federation) or the Japanese consulate. Confirm with your specific office which source it accepts.
  3. Prepare the documents: passport, Anmeldebestätigung, one biometric photo, the original licence and the translation.
  4. Submit the application and pay the fee, usually €35 to €45.
  5. Exchange the card: when the German licence is ready, the office usually keeps the Japanese licence or returns it to the issuing authority. If you plan to drive in Japan again, ask about getting it back before surrendering it; practice varies.
